Show HEW Head Tries to Ease Rule Burden The head of the Department of Health Education and elfare is trying to ease the burden of departmental regulations in human services programs ms David Mathews has asked for public comment on a proposed procedure which would allow state and local governments education education education edu edu- cation agencies and private nonprofit service providers to apply for waivers of regulations which interfere with the coordination or integration of human services These include health education manpower social vocational rehabilitation on aging food and nutrition nug nu- nu g aWl arIU s. s B e The proposed procedure is aimed at those many state and local POO communities c which are making serious efforts to develop more effective and more efficient ways' ways of delivering human services One of the most frequent criticisms of the department by state and local officials concerns the lack of consistency among the regulations imposed on them in the various grant programs These regulations are particularly burdensome when governmental units try to integrate human services s in on one agency R |
