Show wide Valley water sewer plan to fe be e studied by committee A delegation of 19 business leaders and technical advisors with Mayor Alvin Kay as the spokesman met with Uintah County Commissioners Monday morning and nd discussed the possible future plans of organizing a a water and sewer wide valley-wide district to obtain federal funds to construct a needed water and sewer system in Ashley Valley IT WAS explained at the meeting g that the plan would woold cost COlt over 3 million and could be financed by a grant from the Environmental Protection Agency for 75 percent Four Corners Association 5 percent and the Farmers Home Loan Association would loan the 20 percent bala balance ce to the district on a 40 year loan at 5 percent interest The general thinking thinking-of of the delegation l g ti iw was was s to t immediately tely organize a district and apply for fer forthe forthe the available money It was stressed that time was of the essence to be eligible for the federally funded money MAYOR KAY pointed out that Vernal City was in serious condition at its sewage disposal plant and must do something to expand its oper operation tion Also Uintah County especially in the surrounding Ashley Valley is ina ina in a deplorable state as far as raw sewage disposal Is is concerned The number of septic tanks has has' raised the water water- level to dangerous dangerous' amounts' amounts in many areas and raw sewage is is' being dumped into many streams and canals the Mayor reported Federal home loaning agencies such as VA Farm HA have stopped l loaning money for homes in the area until the present sewer sewer problem is solved it was reported Most loans are now referred to the State Board of i Health for approval and their approval cant can't be had until a wide valley-wide sewer system is built in the area area it w was s explained BY FORMING one me district and d doing both the city and outside county area as one project much planning and redi red i tape could be saved it was explained The plan may have Ito to be divided into three phases tomake to make it acceptable enough toto to toto toto to be covered by the money as it becomes It It was was was' estimated that there were were wee over water connections in the valley most mOlt of i these could be included in the new new sewer system plan IT WAS WAS' pointed painted out at the pu meeting ng with with t the commis commissioners IS- IS sinners simers that they wool would have ve tomake to toMake make Wake the plans Initial initial plans for establishing the district and applying for the grants A district can be formed famed without wi an election if no indebtedness is incurred it was explained Representatives of Uintah Engineering and Land Surveying stated that enough was known about the needs of the project that a feasibility survey would not be necessary A map of the valley with proposed 1216 and inch 18 lines connecting into a lagoon was displayed as a possible system that could serve the valley area IT WAS agreed at the meeting to organize a man 7 committee to study the project and come up with suggestions on 00 what actions should be taken The committee would include one representative from Vernal City Ma Maeser Masser er Uintah County and two wide valley-wide persons Two voting non-voting members would serve serve on the committee representing the Uintah Engineering firm and a lawyer to give legal advice It was agreed to have the county representative act as chairman and call the necessary meetings to get the committee functioning |
