alata state OR as a whole when the toad road oom commission mission a now constituted took charge of to the state road work in may 1917 it found a crying need for roads into tho the uintah basin during the previous winter oven even first class mall mail matter had been shut out for two at a time while parcel post matter was some of it overdue three months A careful study of the situation demonstrated the fact that no one ono road no matter which one might be chosen would take care are of the situation but that in real reality afy four must bo be built I 1 am aware that some people dispute this conclusion but without wasting time in argument it Is in a fact the commission therefore thoro fore proceeded to build thorn them riving giving first consideration to those most important right here lot me make the proposition that state roads through Du duchesne chesno county and providing means of ingress and egress to its citizens jare are equally important to the citizens of uintah county and money spent on them insures equally to the benefit and advantages of citizens of that county indeed I 1 may say that money spent in carbon wasatch utah summit and salt lake counties on roads leading to the basin Is money spent in greater or less less degree for the benefit of its citizens citina with this proposition as a basis I 1 desire to call attention to the fact that out of the six million dollar bond fund at the disposal of the commission there has been spent in duchesne ducheane county approximately in carbon county in state and county funds on roads to the MR AIR FRED FELTCH what uintah county needs tor for the next four years Is an experienced modern road bilder A man who not only gets a move on himself but who gets a move on the men who work for the county besides all these qualities ho he ought to have good judgment and know how to build bulli a road well and at the same time save money on it judging from the work dona for william whitbeck over on brush creek and on the reservoirs at the baldy moun bains and on the county road through ashley ward and right now the way he is putting over the new construction on the state road between the jensen bridge aad and cockle burr all points to mr fred feltch uintah basin and nd III wasatch county making a total of to say nothing of in provo canyon and in parleys canyon all of which of course la is of direct benefit to tho the people of uintah county now as to money actually spent in uintah county tho the records show that 00 of the bond funds have boon been spent thoro there in addition to all funds raised b the lovica levies for state road purpose purposes within tho the county and that there in Is still on hand in tho the state treasury tho the sum in excess 04 0 yet to bo spent in cooperation with a like amount of government funds and in addition such other funds as may be provided by tho the county tho the survey of the duchovne vornal road on which this money ie to to be spent waa was begun in march 1919 immediately after the law providing the money was passed fled and it required tho the balance of the year to complete it the transcribing of the field notes platting computing making necessary line changes etc has taken from then until now and the project Is now ready to bo be advertised for bide bids I 1 am not very familiar with the described in such d detail by mr mcconkle McCon klo perhaps they have been made and broken I 1 am belthe er or admitting or disputing it but mr mcconkle did you ever build a house it if you did oven even it it cost not to exceed two or tareo thousand dollars I 1 venture you did not build it in the time you promised your wife you would nor for the amount of money you expected to use uge road work in utah the past four year years has as been a big big job and nobody could seo see the end from the beginning nor did anybody know definitely what could or could not be done on any particular road especially in view of constantly mounting cost ot of labor and material in conclusion I 1 venture to say further that the records will show that very much more money has been spent during the past four years in building roada roads used by and tor for the benefit ot of tho the people ot of uintah and duchesne Duc besne counties in proportion to population and wealth or it you please in proportion to tho the amount
