most novel feature of 0 the legislature was the secret caucus held nightly at which questions to come before the legislature on the following day were discussed and the action of 0 the league leaders was waa determined tho caucus regulations provided that every league senator mua be present by 8 p m that no one could gain admittance without a pass that no legislative committee was s permitted to report i any bill until it had been acted upon by the caucus and that no bill even could bo be reported to the caucus until the league steering committee had given its consent every league legislator worked out second A bond issue to start this enterprise through the state owned bank ot of north dakota the scheme will be financed after the 5 bond issue has been exhausted third the state owned home
