year nearly six weeks before the united states declared war national tied red cross headquarters advised its chapters to prepare tor for war that which has fol load in the record of the red cross in helping ng to win this war and to relieve the suffering growing out of it constitutes something of which efery american citizen has a right to be proud every american red cross worker must feel a united cited efforts for relief every form of chapter production activity must be continued with one exception all surgical dressings work except work on army orders must be stopped immediately med lately but arm orders should be completed without delay chapters should hold until further notice their unfinished supplies of surgical drea dressings sings except army orders there thera are in our storehouses in ill prance franco and in the united states ample supplies of surgical dressings to meet any contingency which may rise the calls from our commission sl in many parts of the world make known the unlimited need tor for civilian relief chapters therefore should finish at once uncompleted orders of refugee garments so as to be prepared to take care of additional orders refugee garment work at this time to Is all emergency arid aed should be stimulated to the utmost the need for civilian relief tor for the winter Is pressing and one garment now will b out infinitely greater service in saving caving life than many garments will be in three or four months from now surgical dressings workers should know of this need for refugee garments and should be urged to enlist in this work
