Show As to free books superintendent NG N 0 of county schools notified there are none for secular schools in an opinion addressed to N G county superintendent of the public schools of uintah county attorney general M A breeden says that secular or private schools are not entitled to the loan of text books by school trustees of their respective districts the opinion is as follows your communication is before me in which you ask to be advised respecting the following propositions to wit have trustees any legal rights to furnish free text books to school children of their respective districts who attend secular schools the legislature of 1903 J passed an act requiring the various school boards to supply and loan to pupils in the several g grades ades and departments of the school free ol of charge except high schools all textbooks text books and supplies used by the pupils of such schools the legislature in providing free text books for all pupils attending schools had bad reference only to pupils attending the state public schools and it was for the benefit of this kind of pu pi pih 1 that free text books were provided the legislature never intended to require that any portion of the public school funds should be used in any manner for the up building of what is known as secular or private schools the state of utah Is ia justly proud of her system of public schools and with the view to increase their efficiency and usefulness the legislature in its wisdom deemed it expedient to enact this progressive gres sive and generous law which requires all school boards to supply free text hooks to all pupils attending any of the public schools in this state you are therefore advised that the law does not authorize the school boards of public schools to supply pupils attending private or secular schools with free text books at the exper expend ibe of the public school fund of the state |
