Show Under fire . . County deputy surveyor submits resignation After 18 years of service as deputy Uintah Uin-tah County Surveyor, Lawrence C. Kay resigned because increasing problems "making it difficult to work with the county." "During the last three to four years, it has been increasingly difficult to work with the county, because of differences of opinion with commissioners," said Kay in his letter of resignation. A year ago. Kay was elected mayor of Naples City, which Kay says "caused huge problems for reasons that I cannot understand." County Commissioner Byron Merrell said that one of the reasons it is better that Kay resigned is because ot pressure being brought onto them by having both the county surveyor, who is elected, and deputy surveyor from the same firm could be a conflict of interest. "When Uintah Engineers does work for the county, it is inspected by the county coun-ty surveyor or deputy surveyor w ho are both part-owners of that engineering firm," Merrell said. "With a deputy-engineer deputy-engineer from a different firm, the possible possi-ble conflict of interest could be resolved." Merrell said that it is the responsibility responsibili-ty of the county surveyor. Nelson Marshall, Mar-shall, to select a new deputy surveyor of another firm. "It creates a good check and balance system," Merrell said. "It also shows the integrity of his (Uintah Engineering) company." The same conflict of interest is possible possi-ble with the county attorney who also selects deputy attorney. Kay said that he feels his resignation goes deeper than a conflict of interest, but is also linked to the present friction between Naples City and Uintah County in providing services to that area. Kay's resignation was submitted March 15, 1983. |
