Show ELECTION NOTICE To all qualified electors of Ashley Valley Water and Sewer Improvement District, Uintah Countv. Utah: Take notice that on the 15th day of June. 1982. a special election will be held in the above-referenced District, at the places set out below for the purpose of submitting to the qualified electors of said District the following propositions to determine which is preferred: PROPOSITION I Shall the Board of Trustees of the Ashley Valley Water and Sewer Improvement District be authorized to enter into an agreement with the Uintah Water Conservancy Conser-vancy District, which in turn has contracted with the Central Utah Water Conservancy Conser-vancy District, for the purpose of having water belonging to the Ashley Valley Water and Sewer Improvement District treated and purified in a treatment plant proposed for construction in Section 33, Township 3 South, Range 21 East, Salt Lake Base & Meridian, commonly known as Docs Beach hill, which agreement contains, in part, the following provisions: (a ) Ashley Valley Water and Sewer Improvement Im-provement District would pay the actual cost of treatment as determined by Central Cen-tral Utah Water Conservancy District, (b) In addition thereto the Ashley Valley . Water and Sewer Improvement District would pay $1.00 per acre foot in addition to actual costs of treatment into an emergency reserve fund, (c) The amount to be paid into the emergency reserve fund may be increased or decreased by Central Utah Water Conservancy District as it may determine, (d) The Central Utah Water Conservancy District would be authorized in its sole discretion to issue bonds without limitation as to amount for which the Ashley Valley Water and Sewer Improvement District would be obligated, if issued, to pay a proportionate amount of said bonds plus interest and costs, and (e) The proceeds from the sale of the bonds would be used lor the construction of the facilities to treat or store water anywhere within the boundaries ol the Central Utah Water Conservancy District? PROPOSITION II As an alternative to Proposition I Shall the Board of Trustees of the Ashley Valley Water and Sewer Improvement District be authorized to issue water utility bonds of the District in an amount not to exceed TWO MILLION FIVE HUNDRED THOUSAND DOLLARS ($2,500,000) due and payable in not to exceed forty (40) years from date of said bonds at interest not to exceed the legal authorized rate authorized by the statutes of the State of Utah at time of issuance of bonds: these bonds to be issued for the purpose of defraying all of part of the cost of acquisition or construction of a culinary water treatment facility individually or in conjunction with other entities in Ashley Valley, for the purpose of purifying and treating the waters of the District and improving im-proving and upgrading the water systems of the District and for the payment of expenses ex-penses reasonably incurred in connection with the acquisition and construction of said improvements and the authorization and issuance of said bonds ; said bonds to be due and payable either entirely from ad valorem taxes or from the operating water revenues of the District, or in part from each, and to be issued at one time or from time to time, all in the discretion of the Board of Trustees of the District? For the purposes of this election the voting districts shall be the presently established voting precincts within the District. Wilford Olsen residence Vera Olsen 3487 South 1500 East Mary Ellen Gardiner Vernal, Utah 84078 Carol Burns The voting at such special election shall be by ballot, which ballots will be furnished fur-nished by the Board of Trustees of said District to the election officials who, in turn, will furnish them to the qualified voters. The polls will be open from 7 : 00 to 8 : 00 p.m . In accordance with the provisions of Section 203 of the Voting Rights act of 1965, oral minority language assistance in the Ute American Indian language will be made available at all stages of the electoral process with respect to the special election. Persons who will be qualified electors entitled to vote at said special election elec-tion may arrange for oral minority language assistance Mondays through Fridays between and including June 8th and June 14th at Uintah Engineering Building, 85 South 200 East ( telephone 789-5582 or 789-1301 ) , in Vernal, Utah in said District between bet-ween the hours of 9:00 a.m. and 5:00 p.m. In addition, oral minority language assitance in the Ute American Indian language will be provided at the polling place on the day of the election. There will be no special registration of voters for the special election, and the official of-ficial register last made or revised shall constitute the register for such election; except that the County Clerk of Uintah County will register as provided by law at his office during regular office hours, except Saturday. Sunday and holidays, and except during the ten day period immediately preceding the bond election, any person who is or will be eighteen years of age or older and who otherwise will be a qualified elector on the day of this election. NOTICE is hereby given pursuant to Utah Code Annotated, Section 52-4-6 ( 1953) as amended, that on June 20th, 1982, that being a day not later than ten ( 10) days after said election, the Board of Trustees will meet al its regular meeting place in Vernal, Utah at 8:00 p.m. to canvass the returns and declare the results of said election.
