| Show HERE ARE THE CHANGES IN THE POSTAL RATES AL 1 I 1 A A postal rates tor for practically all classes of mall mail anoll and rates for the special services rendered by the post department are increased by tile the now new law which takes effect on april 15 A digest of the changes follows for sealed letters first class rates are unchanged the rate on oil all post carasi whether written or printed will le be two cents centa this includes all cards whether or not they bear the name post card or private mailing card that are of the post card the return mailing stump stamp need noi noc bo be by tho the sender to double post cards though it returned the charge will be 2 cents the rate on government postal cards will remain I 1 cent SECOND CLASS the rate on all second class claes matter newspapers and periodicals it sent by other lhnn the publisher thereof or his agent will be 2 cents for each two ounces or fraction it if the weight Is eight ounces of or less this compares to the old rate of 1 cent for each 4 ounces for second class mattei mattee weighing oyer over 8 ounces parcels post tates rates apply there Is an increase from 1 14 1 4 to 1 12 1 2 cents per bount on books and publications sent by publishers while the rate on newspapers and periodicals having advertising matter and mailed by the publishers the effect of the law Is to nc ac duall blower somo some rates to the farther zones for the first and zone one the rate remains 2 rents cents per lier pound and tor for the third zones 3 cents the fourth and fifth and sixth zones have a common rate of 6 cents as compared to old rates of 3 5 6 and 7 cents r respectively the seventh and eighth zones carry a common ninion co rate of 9 cents while the old rate for the eighth zone Is 10 THIRD CLASS mall mail in the class will embrace all matter now include oll dl anthe third and fourth classes up to and including 8 ounces in weight the rate for all matter in the now new third class clasa will be 1 12 1 2 cents tor for each two ounces or fraction of two ounces up to and including 8 ounces in weight except that the rate on books cat catalogs alov seeds cuttings roots scions and plants shall continue 1 cent for parcels under 8 ounces in weight books and an catalogues cataloguer catal under 24 pages take tile the 1 I 1 12 1 2 cent rate tor for each two ounces up ui to and including 8 ounces in weight FOURTH CLASS the present fourth class pound rates according to zones will apply to all matter weighing more than 8 ounces ex cep smatter of the first and second class however there will be added addeal to this a 2 cent service charge on alt all parcels except parcels originating on rural routes parcels mailed on rural routes should ile be marked mailed on rural routes This Thi clash includes generally books and merchandise chand lse of every kind weighing more than ounces there Is a new feature added to tho the parcels service providing that whenever in addition to the postal and service charge there shall be affixed to a parcel of 0 N the fourth class postage amounting to 25 cents with tho words special handling written on the wrapper such parcel shall receive the same expeditious handling transportation and delivery accorded mall mail matter of 0 the first class parcels of 8 ounces or under which generally fall in the third class under the new law may be mailed in a mall mail box but fourth class matter must be mailed at i postoffice Post office nce branch office or station or be ba delivered to an authorized rural carrier SERVICE CHARGES the mint mum money order rate Is IB 6 5 cents instead of 3 the new law increases rates on amounts up to 20 bytho by two cents centa over tho the old rates rates on larger amounts are the same or lower the rate for a money order la is 22 cents while the rate under 09 old law Is 30 cents for registered mall mail with 50 indemnity the rate la IS raised from lu to IB 15 cents and for indemnity of tha rate remains 20 cents there ther e Is a provision in the now law that a fee of 3 cents must bo be paid for a return receipt on oil registered mail while this service has been turn fished free under ohp present law I 1 the minimum C 0 D collection I 1 charge Is 1 12 2 cents centa for amounts not exceeding 10 under tho the new law the old law charges only 10 cents for amounts up to 50 after amrit 15 the charge will be 15 cents for amounts between 10 and 50 and for amounts up to the collection rate remains 25 cents under the present law there thare Is no weight limit on special delivery but under the new law the 10 cont ratu rato will apply only oily on matter weighing two pounds and under between 2 and allol 10 pounds the special delivery 1 chargo will be 15 cents and over 10 pounds pound 20 cents insurance rates are increased in 11 bout about the same ratio as the rates for money orders there Is also a charge of 3 cents tor for a return receipt on insured mall mail |
