Show NOTWITHSTANDING the efforts of the post-office authorities to put down lottery schemes, our eastern exchanges are full of advertisements showing that the iniquitous institutions are still in full blast. A prominent New York police officer who was interviewed on the subject said. "It has been demonstrated in this city that the sale of lottery tickets and policy slips cannot be prevented under the existing laws. The arrests made by the police have very little effect in diminishing the illegal business. Public sentiment is not opposed strongly to the business. Churches and charitable societies every year raise money by devices which are really lotteries on a small scale. A grab-bag is only a miniature lottery. There is no general feeling in the community that the buying of a lottery ticket is a wicked act." |
