Show SMOOT IJL'CIDUS OX XEW BATTLE I'OIi GKAZIXG BILL Senator Smoot has redrafted, and will reintroduce his bill legalizing the regulation of grazing on the national forests, and legalizing as well the collection of reasonable fees from these whose livestock is permitted to graze on national forest range. The bill requires grazing permits shall be issued for ten-year periods, and ere-' ates grazing boards, b!f which local stockmen shall constitute the majority, major-ity, toi eettlc disputes betwetn stockmen stock-men and the department. In Omc particulars the bill has been amended to meoi the views of former Secretary Jardine, principally principal-ly by way of conferring more discretionary discre-tionary power upon the department, especially to deal with emergency situation sit-uation that cannot be contemplated by congress."
