H It is the duty of the President H "from time to time to give to the M Congress information of the state of H the Union, and recommend to their H consideration such measures as he H shall judge necessary and expedient." H These arc the words in which the M Constitution refers to what is pop- M ularly called the President's message. It is entirely within the discretion H of Congress whether it acts on the ! M recommendations of the President or M not. Mr. Roosevelt, last month, M urged the establishment of postal M savings-banks. Such banks have been ' recommended by Presidents Grant, H Hayes and Arthur, but Congress has H not yet thought it worth while to en- H large the functions of the Post-Office Department to that extent. H The President has also called the H attention of the present Congress to H the importance of an elastic currency H system, and to the need of a national M appropriation for the party expenses M in presidential elections. He urges fl that a national corporation law be fl passed, that the navy be enlarged, M that a deep waterway rrom the Great fl Lakes to the Gulf be created, and M that citizensh'p be conferred on the M Porta Ricans, and recommends many M other changes in existing laws. Il The message containing these sug- jH gestions and many others has been H read in both Houses of Conrgess H and the Senators and members are H proceeding with the national business H in accordance with their best judg- H ment. Congrcfs does not atwai H agree with the President, even when H he and a majority in both houses be H long to the same political part H Nor when they do agree as to the H importance and wisdom of a measure H does Congress always find it pos- H sihle to pass that measure. H At the present time many of the H Republican leaders are opposed to H the extension of the power of the H central government over business H that is now controlled by state laws, H and many others disagree with the President's views on the urgency of H the deep waterways project, or doubt H the wisdom of a large increase of the IbH navy.
