of taxation on property tor for state purposes shall never exceed eight mills on each dollar ot of valuation to be ba apportioned as follows fol iowa not to exceed four and one half mills on each dollar of valuation aton for general state purposes not to exceed three mills milla on each boses ollar dollar 0 of f for district school purposes P not to exceed one half mill on each aa dollar lar 0 of f valuation for high purposes aliat liat part pari of the state tax apportioned to lo high school purposes shall constitute a fund to be called the high school fund fun dand and shall ahall be
