Show AEC Approves Continuation of Work On Colorado Nuclear Electric Plant The Atomic Energy Commission's Com-mission's Director of Regulation Regu-lation has determined that construction activities at the Fort St. Vrain nuclear generating gen-erating station in Weld County, Coun-ty, Colorado, should continue pending completion of the broadened environmental impact im-pact review required under recently revised AEC regu -lations implementing the National Na-tional Environmental Policy Act (NEPA). A construction permit for the Fort St. Vrain plant was issued on Sept. 17, 1968, to Public Service Company Com-pany of Colorado. Under the revised NEPA regulations, the Fort St. Vrain project is one of the facilities for which licensees! were required to submit information in-formation for consideration by AEC's Director of Regulation Regu-lation in determining whether wheth-er the construction permit should be suspended during the period of the further environmental en-vironmental review. In reaching the determination determina-tion on th Fort St Vrain plant, the Birecior of Regulation Regu-lation considered iV whether it is likely that continued construction during the review re-view period would give rise to a significant adverse effect ef-fect on the environment; (2; whether continued construction construc-tion would foreclose subsequent subse-quent adoption of alternatives in design that could result from the environmental review;' re-view;' and (3) the effect of delay in construction upon the public interest taking into account ac-count the power needs to be served by the facility, the availability of alternatives to meet those needs on a timely basis, and costs of delay to the licenses and to consumers. consum-ers. Any person whos interest! may be affected by this proceeding pro-ceeding may file a request for a hearing within 30 days after publication of the determination de-termination in the Federal Register. Such a request should . include the matters, with reference to the criteria in the regulations, alleged to warrant a determination oth- er than that made by the Director Di-rector of Regulation and should show the factual basis bas-is for the request.
