Show I I I L I I v I I I Q pc iol I 0 f ame D m E By Harry Marlowe The Legislature closed this week with Gov J. J Bracken Lee still sticking sUcking by his economY economy economy econ econ- omy program program tout with his Republican Re Re- publican legislature r seemingly no more economy minded economy minded than the their r Democratic predecessors The Governor got through his tax cuts promised In his cam campaign campaign for tor reelection And by means of and threat of veto he has has- managed to keep state e expenditures expenditures' down to a point joint where some of the savings may still go to the taxpayers i Also successful were were the Chief executives executive's efforts effort's t to steer away from a a. state property tax levy evy for school purposes This Thi was yas accomplished by transfer of funds from sales tax revenues to make up the missing funds To 10 make makeup make up the deficit the governor governor gov had to call on all of his carefully nurtured from his previous four years on Capitol Hill The governors governor's success in this maneuver is apparent when one considers the fact that no bill passed this session to up the minimum school program program program- which would necessitate a state levy I And on the subject of schools it became apparent as the leg e came into Its closing g week there would be hope fo for gr r help to educate educate- unless there could be an increase in the supplemental sup school aid allocation first passed in 1951 Or unless there could be r pedal session to take up school problems There does not to be much hope right flow now OW for a special cial session For one one thing the governor has made it clear that he has made no no to call such a session even though he has considered such an action The second and probably the most potent reason now indicated indicated indi indi- to to forestall a special ses slon Is the app breach be toe tween the governor governor and his Republican Re Re- publican publican dominated dominated legislature over money matt matters rs The Legislative Council CouncH for which the governor has high regard is studying the school problem It Is nearly certain the council will wiH recommend a special spec ial lal session to Implement most If not all of ot the 25 legislative suggestions contained In the report report re reo port of ot the man 60 school survey commission But whether or not the governor governor gover gover- nor 1101 will call such II a k session still r remains to be seen The school survey commission has recommended that more state aid be given the schools lI Here re again the governor differs fundamentally with the theory of the commission It Is the Zee Lei philosophy that aid to schools must come from the local level Getting Gett back backs back to o taxes the backed yup up his Income tax reduction with vetoes o otwin ot of twin measures which would have added a one cent per galIon gal Ion tax to both gasoline and special fuels with the proceeds going to aid the state highway system m. m The governors governor's reasoning in turning thumbs down on this paid of bills was that he could not consistently ly act to approve tax cuts In n one un field n and hank back Un tax Increases in another an The Lee veto so 50 far has stood unchallenged This in the face tace of near unanimous passage in both houses of ot the bills origin ally In fact the governor has attached vetoes to six bills and andon andon on only one Sunday closing closing- has his action been contested The Senate upheld this veto and the House where all the bills originated have not tried to match strength with the governor governor gov gov- again It is just lust as likely that any future vetoes will wm be upheld The governor l talks long with GOP members of both the House and Senate during the closing days days' of last week and now says he hes Js is closer to accord with the leg legislators than at a any time during the 5 session But there are some bills which stand in dire danger of veto One is the record appropriations bill which Includes In eludes nearly in expenditures ex from the general fund A pair pall of ot others are the educational educational television bill including an appropriation of ot above the big budget bill and anda a proposal to give the Daughters Daugh tern of the Utah Pioneers a parkIng parking park park- Ing lot to the tune of Then there is the hospital for alcoholics with a anoro- anoro on on top of already already al ready allocated The hospital and parking 1 lot bills passed the Serrate Senate and the television proposal pro pro- received a House okeh The Legislature also disappointed disappointed I pointed the governor with a bill to up sal salaries salaries' rles' rles of ot all elective of of- including including city city and county county coun coun- I ty officers Part of this program the governor governor gov approves the idea of raising pay of state commissioners commission ers But Rut he is against the proposition pro pro- I position to hike wages of elective elective elec tive state officers The trouble is the two types of salary hikes are tied Into one bill bUI and to veto the measure measure would be to assure commissioners no pay payI I raise No matter what the events i of the closing few days of this I session this 1953 Legislature I will be marked as the one which cut income taxes And unless the U governor loses complete control of ot the legislators It wIll t b also marked as a legislature which practiced to a goodly measure the economy preached by the chief executive But Cut that will mainly be because be be- j be-j cause Gov Lee is not a man to back down even to Republican can legislators who vho haven't economy In mind |
