J ing tag and spreading rather than abating In the cities considerable sections are over run with youth gangs who terrorize the public by committing many depredations up to and including murder But youthful youthful youth youth- ful Ltd delinquency and the organization and operation of gangs is no longer only a city problem It has spread to the towns and villages My ly home borne town Is II a rural com corn In It It the automobile owners over a considerable period suffered the loss of auto parts spare tires hub caps hood bood caps and other things of value that could be easily de de- Those thefts were traced to a gang can of 12 U high bleb school boys bOI and aM nd the police pollee of the county arrested ar sr rested them Though some of them admitted the tUe thefts none was tucked locked up to await trial Instead the names and address addres- ea es of the boys boya were taken and also the names of their parents parenti They were given instructions to appear at the Juvenile court ac ac- companied by their parents parenti the following day The boys boy and their parents were present and the police poUce presented convincing evidence to which no rig rebuttal was offered After lter In tug ing each of ot the bo boys to one year ear in prison the court COUlt listened to a plea for clemency made by the parents parent The judge suspended upended the sentences placing each boy under the parole of his Wi parents for tor or the tha on ona on year eAf period with the provision the boy must continue to attend school until un til W graduation and must not be allowed al al- lowed outside of the home after six o'clock each evening for the one year period with the provision that any violation of that parole would be construed by the court as mak ing the parents an before the fact subjecting the parents to conviction and sentence under such sucha a charge The liberal publicizing publicising of that case including names and addresses ad ad- dresses of the 12 hoys and the sentence of the court caused both the boys boy an their parents to be ostracized In school and In the community but failure to attend school meant going to prison That was a wise decision on the part of that Judge It not only put the fear of the law into those 1 IS 12 boys i thI a a- a y 0 but it 1 had bd similar effect on other other oth oth- er boys boy with criminal and gang tendencies and on their parents parenti The one lesson has gone rone a long ways toward curing della delin quency In IQ my mJ home town It ii would not bot have been effective without the publicity given Iven b by the newspapers A committee of ot the senate that keeps its eye ee on the expenditures of the tha operations of the federal gov gay asked aked the 26 28 departments department and agencies for fog the effect of the legislation that activated the of the Hoover rec com corn Of the tho 20 29 departments department and agencies which received that request request request re re- re- re quest 25 5 complied Each of the 25 reported increased efficiency better service for tin the people and in practically all cases a reduced cost of operation rang ing from a few thousands Into the millions The one not reporting was that of ot defense General Marshall merely acknowledging receipt of the request from Senator John L.
