Show special session of legislature passes tax revision measures aud adjourns the special session of the utah legislature after passing all legislation recommended by the tax revision commission and other measures requested by governor dern adjourned sine die at 1 02 wednesday morning having stopped the clock at 12 midnight conj the thirtieth day of the session in a farewell message to the legislature the governor said 1 I avail myself of this opportunity to congratulate you upon your success toward a thorough and scientific revision of the states system of taxation I 1 have confidence that the people will approve your actions and thereby make it possible for the next legislature to put into effect a new tax system that will decrease existing inequalities and thus promote equity and contentment the tax revision legislation Is contained in two resolutions to be submitted to a vote of the people at the next general election in the form of constitutional amendments these resolutions provide for classification of property and limitation of income taxes and setting up a state tax commission with strong centralized powers other measures passed by the legislature follow appropriating from state highway fund for paving roads in state capitol grounds appropriating for improvements on state capitol grounds giving tax revision work over to the state board of equalization and appropriating continuing code commission for three months repealing laws requiring mailing of copies of constitutional amendments to registered voters amending the state law regarding tilling of vacancies in congress permitting university of utah to collect union building tees not to exceed 10 per annum A resolution providing for a four year moratorium for mines A memorial petitioning congress to amend the federal banking laws so as to authorize utah to impose an equitable tax on national banks appropriating to meet the expenses of the special session amending the state building code and appropriating in addition to the already set aside tor construction at the state mental hospital appropriating for publication of the proposed constitutional amendments strengthening the tax law strengthening the tax law continuing the existence of the tax revision commission and appropriating for the commissioners salaries and other expenses A resolution proposing constitutional amendment to change location of state prison the resolution of representative W D hammond of grand county providing that the 25 per capita school distribution fund be reduced to 12 and the entire amount be used as an equalization fund was defeated in the house by a close vote after mr hammond had waged a vigorous fight tor the measure the tact that a majority of school districts now benefit from the inequalities of the present law at the expense of few of the so called richer counties was responsible tor the defeat of mr hammonds measure instead of reducing the 25 per capita distribution a resolution was passed providing for an additional 5 to be used as an equalization fund this will materially increase the state school tax levy and will throw a greater burden on few counties that were already contributing heavily to the upkeep of schools in other counties |
