| Show FOREST SERVICE UPHOLDS although favoring legal recognition of the grazing of livestock as a subordinate use of the national forests to be harmonized with their major purposes of timber growing and watershed protection col W B greeley chief of the forest service in his annual report to the secretary of agriculture made public today warns against radical departures from the policies and practices established by over twenty years of forest land administration the extreme measures advocated by western stockmen stoc kmen for legal lecog of grazing to per immanently vested in the present oc 1 capants of the range it is held by the chief forester would bring to an end effective control of grazing by the forest service and would make impossible adequate protection of other forest resources and public interests in the properties the forest service has always held it contrary to public policy to justice to permit individual grazing rights to become vested in the national forests declares mr greeley it is convinced that the adequate protection of forest growth watershed cover wild life and the productivity of the ranges themselves require the continuation of grazing only as a privilege of use made as stable as other considerations warrant but still subject to curtailment or adjustment from time to time the same policy is believed necessary in order to permit the midst equitable distribution of grazing privileges on the national forests as the future needs of western agricultural and livestock communities may determine the forest service believes that grazing properly be recognized by law as a desirable and permanent form of use of the national forests subordinate to and correlated with their major purposes of timber production and watershed protection such a legal recognition will bring certain advantages of assurance ana stability to the livestock interests which utilize these resources and should continue to utilize them at j the same time if adequate provision is made for the administrative control and regulation of grazing such a course will it is believed be in harmony with our accepted national policy of conservation although there has been no enace ment of legislation concerning graz ing the past year mr greeley points out that by regulation of the secretary of agriculture provision was made for local grazing boards of review made up of stockmen stoc kmen elected by the permit tees and one forest official this provision is made in response to the request of stockmen stoc kmen for a change in the appeals procedure in cases of disagreement between grazing per end forest officials it is indicated dica ted however that many of the advisory boards of the livestock associations refused to call the elections stating that the present procedure for appealing from decisions of local forest officers was satisfactory mr greeley also points out that approximately fifty per cent 90 per cent in this district no 4 of grazing permits outstanding are for the ten year period thus indicating that much progress had already been made toward meeting the request of the stockmen stoc kmen for greater stability of range tenure recently the question of grazing fees was given a thorough and independent review by dan D casement expert livestock grower of colorado report is now before the secretary of agriculture because of the general depression i in the cattle business and the ry of the sheep business the report indicates that many national forcht remit tees desired to change from cattle to sheep this was done when the shift did not harm reforestation or cover or involve corn with cattle grazing miss maybelle morrow superintendent of the grand county public hospital returned the last of the week from salt lake city where she successfully passed the state board examination for registered nurses she was accompanied on her return by her sister miss anna morrow also a nurse who will be on the staff of the lisl hospital |
