font Fern Ferl returned last night last night from froni the the Pacific coast where he has been on a combined business and pleasure trip for the past month During his trip Ferry Perry made some observations of the rile results of civil service in the police and fire d ci departments of the Pacific coast cities t Generally civil service is favored in the Pacific coast cities both by the citizens and the tho members of the departments Of COUl course I these cities are different different from Salt LakeI Lake ake i I They operate under special charters and their powers are aro much broader than they are arc here Under their charters the cities themselves handle all legislation which is purely of a municipal c character The state legislatures do not attempt to regulate o the affairs of a municipality operating under a special charter t r 1 n this way they would be bet able to establish civil service in inthe inthe inthe the po ce and fire departments h it was not expressly provided fed for in the statutes lI Here r it if is different We are bound to extent by state laws s which regulate t the affairs of ot municipalities I am however having investigated the powers of ot the city commission here It has occurred to me mo that the city Commission and the police chief i 1 by a agreement ment might place the departments departments depart depart- I ments on
