WORLD WIDE DISTURBANCES. Geology teachea us that ages before the world became inhabited by human beings, its surface was swept by terrific storms, aul earthquakes and upheavala in every form until he whole face of the planet was changed; that since men were inhabitants inhabi-tants of the earth there have been many convulsions convul-sions within the earth, it not having been quite completed before the race began ita career. Geologists Geolo-gists generally explain an earthquake to be a slipping slip-ping of a portion of the surface and anyone who ever saw a not well supported mine cave, can understand un-derstand why things are aa they are when a great section of nature takea a alide. . We sometimes think the minds of men are a little lit-tle like the old earth 'I surface they are not yet quite matured and are liable to alip and make a disturbance. We are reminded of that by reading in the last papers received that another rebellion is on foot in Nicaragua. Some statesmen in the past have advanced the idea that no man is good enough to govern another man. We do not believe the theory. This world ia filled with races that neei to be controlled, and Spanish America possesses a great many different branches of those racee. It would be a mercy to what few quiet people peo-ple there are i Nicaragua for some strong power to ge there, make the men work, an1 so train them, aa children are trained in civilized countries, until they are capable of self-government. Speaking of that, we do not like the look of the progress of the negotiations in Mexico. It aeems as though those men would like to debate the matter mat-ter a eonple of months first and then, disagree. However, ve will be just and withhold judgment until something eomea of it; but if no settlement is reached and the war ia resumed, it need not surprise sur-prise anyone one, because they are an unstable people peo-ple and -orse than that, nearly all the highest officers offi-cers are graftera, and they would make peace or war for a consideration at any time, all the time spouting patriotism and how much they are ready to sacrifice for lov of country. i
