Tha fourth annual aaeembly of the league of nations, which will con-vena con-vena at Geneva, September I. for a month aeasion, will be more pregnant preg-nant of possibilities than any of the three preceding session. The assembly gives every Indication Indica-tion of being punctuated throughout through-out with aurprlsea. Two Important change of developmenta that have taken place in the league during the past year. The league haa now actually passed Into the hands and control of tha liberals, with a real leader. Tha league, during the three years of Its existence, haa cut Ita eye-teeth eye-teeth to an extent where It wants something real to chew on. In other words, the league Instead of being content with handling more or lesa routine .questions, pro-poses pro-poses to butt in of Its own Initiative on current questions, such as reparations, rep-arations, interallied debta, the Ruhr, the .Near Eaet and every, thing else that la constituting an obstacle to peace. While none of these questions figure fig-ure at the present time on the agenda, owing to tha fact that tha agenda haa to be drawn up and circularised to all leaguers four montha In advance, nevertheleaa the constitution of the league permit all auch current aueatlona to he brought up on the floor of ths u. sembly. Each asfwmbly opens with a preiC en tat Ion by the league council of Its report for the past year. This corresponds cor-responds to the usual "address from the throne" and a feneral debate Immediately ensues.
