Show GOVERNMENT MUST CALL HALT SOON President of the Wisconsin Railway Commission Declares De-clares Federal Rate Con-trol Con-trol Is Necessary. MILWAUKEE, April 24. That the final analysis of the railroad rate problem prob-lem will be Governmental ownership Is the belief of John Barnes, president of the Wisconsin Railway commission. Mr. Barnes, in an address yesterday before the Merchants and Manufacturers' association, asso-ciation, said he did not favor Governmental Govern-mental ownership, aa under this condition the roads would not be operated either so well or so economically as under private pri-vate hands, but he feared that It might come to that in the end. There were, he said, two other methods meth-ods first, to permit the roads to run their business as they please, and second, sec-ond, to have the rates controlled by the Government. The second he believed to be the best for the country, and it ought to be gtven a fair trial before the proposition of Governmental ownership waa considered seriously. Railroads, he said, were wholly monopolistic monop-olistic In their tendencies, and were strengthening themselves constantly, and It was time for the Government to step In and fix rates. If this should not succeed suc-ceed In restoring fairness in rates, then there would be nothing left but Governmental Govern-mental ownership, even If It had serious disadvantages. |
