If these continue to come, the department probably will be obliged to get out a circular answer pointing out the utter Imprartlcahfjlty of such a project from the naval ata nd point. Officials declare naval veaaela are not construe ted to csrry cargoea, and that although they are rated at so many thou-aand thou-aand tons displacement, once their atoree and cuel are aboard they are fully loaded, and any addition to that load might sink them.
