The West was 'struggling today to throw off the incubus of lethargy which has characterized its attitude toward the $2,000,000,000 Liberty loan. ' In some of I he Western federal reserve re-serve districts this struggle was succeeding, suc-ceeding, white in others it waa frankly admitted that after the first spurt at the opening of "Liberty loan week," the people had fallen Into apathy. Chicago had mapped out a million-dollara-an-hour campaign, and waa maintaining that pace, which, if continued, con-tinued, will result in thla district having hav-ing subscribed its minimum allotment of $J0,0OO,0OO when the time limit on the issue expires Friday noon. The district, to date, haa taken slightly more than SO per cent of ita allotment. The Kansas City district reported a noticeable apathy on the part of Its citizens, with Its apportionment more than $50,000,000 abort. Varioua organ-Izattona. organ-Izattona. however, were vigorously pushing the campaign. Ht- Paul and Minneapolla were oversubscribed, over-subscribed, but the St. Paul district waa still below Its quota.
