The committee agreed to establish estab-lish a board with fact-finding powers, pow-ers, authorised to summon building build-ing owners before It and to either Institute legal proceedings to enforce en-force its regulations or submit facts to city commissioners ior ae- ciiion. The plan recommended will be submitted to city commissioners next Tuesday for approval, said Fire Chief Walter S. Knight, In whose offices the meeting was held. Attending, besides Chief Knight, were Gerald Irvine, assistant city attorney; William J. Goodwin, city building inspector; Lloyd W. McClenahan, president of the Utah chapter, American Institute of Architects; Ar-chitects; William F. Langton. field secretary of the Apartment House Owners' Association of Utah; Inspector In-spector Harris E. Anderson of the firs department and John H. Henderson, Hen-derson, apartment house manager for the W. S. Henderson company, called as a consultant.
