Show BOURBONS BAR CITY RACE AID Neutrality Declared ' After Warning By JENNINGS PHILLIPS The Salt Lake county Democratic committee Thursdsy adoptsd a "hands off policy In connection with the current city election campaign cam-paign after being warned by County Coun-ty AUornsy Harold E. Wallace that partisan activity on its part would constitute a violation of the corrupt practices act. The committee's decision to remain re-main neutral in the election battle came during its monthly meeting at the Newhouse hotel Wednesday night when a motion was msde that the committee Indorse the ticket recently selected by a group of progressive and conservative Democrats. "Such action." Mr. Wallace advised ad-vised the committee, "would constl-tuts constl-tuts a flagrant violation of the corrupt cor-rupt practices act, being contrary to the nonpartisan policy govsrnlng city elections in Bait Lake City." Act as Individuals He warned the committee that the election of any candidate Indorsed In-dorsed -or openly backed by a recognised rec-ognised political committee could be successfully contsstsd as a violation vio-lation of the corrupt practices act and urged the county committee, of which he Is a member, to avoid this danger by remaining neutral. Several members then suggested the committee adjourn as the representative rep-resentative unit of the Democratic party In Salt Lake county and reconvene re-convene as a group of citlsens to indorse in-dorse the favored ticket. This proposal also was abandoned, however, when Mr. Wallace said such action would vlolats the spirit if not the letter of the election law. Mr. Wallace explained that there Is no ban against a committse member mem-ber Indorsing or backing a candidate candi-date as an individual and the committee com-mittee agreed to follow thle policy.
