The administration's admin-istration's policy to give the veterans preference in office, other things being eaual, is reiterated in the following letter let-ter which Postmaster-General Payne has cent to a representative In Congress:. Referring to our interview of this morning morn-ing in regard the" appointment of a postmaster post-master at , and to your request that Mr. . be appointed, I beg to say that the records of the department show that the present postmaster has an excellent record as an official?
