At the final . session of the National Civic Service Re-, Re-, "form league " yesterday' the President ''mbm severely criticised for the exemptions In the civil service through the executive' order made by him during the last three years. Nelson Spencer, formerly a member of the- Municipal Civic Service commllon of New York city, made an attack on the course pursued by the President, -which attack was loudly applauded by many of the civil service reformers present. pres-ent. The President was defended by former 'Civil 8ervice Commissioner Foulke. who 'declared the country was to be congratulated congratu-lated in having; a President who was actuated by considerations of Justice as well as law. One of the resolutions recited the regret of the league at the frequency with which ' the President had directed the suspen- ' sion of the civil service rules. After a prolonged, alscueslon, during which this resolution was objected to on the ground ' ;that It reflected on the President, it was amended so as to omit mention of the President and was finally adopted. The league re-elected most of Its present officers, the principal additions being Thomas N. Strong of Portland, Or., and others to the list of vice-presidents. |
