WASHINGTON, May A plan for the general reorganisation of th Red Cross society was submitted yesterday by Senator Proctor to representatives rep-resentatives of the parties to th controversy contro-versy In that organisation,, which plan. If accepted, will reconcile the differences that now exist In the organisation and will put it on a permanent basis of effectiveness.- Th plsn was drawn by ex-Secretary ex-Secretary Foster, at Senator Proctor' request, re-quest, and contemplates the co-operation of the National Government in the work of the organisation. The plan contemplates the Issuance of a new charter by Congress which shall vest the control of the affairs of the organisation organi-sation in a central governing body of eighteen eigh-teen persons. Of these eighteen, six are to be appointed by th President, who is also 'Signaled the presiding officer. For the i esent- the regaining twelve members,, mem-bers,, to be chosen by the general association, as-sociation, the understanding being that representatives of both elements would be choeen; but there la also a provision for subsidiary State organisations, which, after they are organised, are to be allowed to name six of the twelve members. There ts a requirement for an annual report to Congress, and also for a yearly auditing of the accounts by the Treasury department, depart-ment, . . I.. . . . T, - t |
