Show INNOCENT LOOKING BILL MAY SAVE HORN'S. NECK Myshre in Wyoming Legislature Abolishine Hanging; Hang-ing; If Passed, Might Set Him Free. 1 - CHEYENNE, Wyo., Feb. 7. An innocent appearing bill introduped in the Wyoming Legislature on January 31st is now credited with having for Its purpose pur-pose the saving of the life of Tom Horn, convicted of the murder of Willie Nickell, and who is now under sentence eof death. The bill abolishes capital punishment and becomes operative against all sentences of death already pro. nounced and not executed at the passage of the act. The bill changes the pun-L pun-L ishment for crimes now punishable by death to life imprisonment, but seems to "apply only to crimes to be committed in the future. It is claimed by some that should It pass, Horn could be released from prison on habeas corpus proceedings, pro-ceedings, because the life imprisonment clause is not retroactive, as is the clause abolishing capital punishment, and there would be no law under which Horn could be held. The bill is in the hands of the Judiciary committee, the chairman of which was one of Horn's attorneys at the time of his trial. ' , - . |
