Abbott, financial agent of the United States, who Is stationed at Puerto Plata, In charge of the collection of customs at that port, has just returned to New York from Santo Domingo. He was much surprised sur-prised over new of the reported hostile demonstration against the I'nlted States naval officer In charge at the Monte Crlstl custom-house. "There are," he said, "some jilisaffected persons who by this arraiiKenient have lost their political Jobs. 1 can say for I am thoroughly conversant witli the affairs af-fairs of the entire country that it Is only these, together with a few merchants in the Interior, that either could or would foment trouble. "The situation as to Monte Crlstl Is peculiar. pe-culiar. Nominally It is under the authority author-ity of President Morales, but there is a strong revolutionary party there, and actually, ac-tually, the city does about as it pleases. We call it the 'Independent Republic' down there, but, of course, that implies much more than the facts warrant. Nevertheless, Nev-ertheless, the Independence of Monte Crlstl Is so near a tact that Admiral Sigs-bee Sigs-bee and Commander Dillingham were negotiating ne-gotiating separately with Monte Cristi for the adoption of the protocol whieh. under the agreement with the Morales Government, was nominally binding upon the entire island. When 1 left the Newark. New-ark. Admiral Slgsbce's flagship, was at Monte Crlstl." BULLETIN. WASHINGTON, Feb. 10. During the day cablegrams were received at both the State and Navy departments from San Domingo. Tho telegraph wires are being cut. Merchandise landed from the steamer Seminole, from New York, has been placed In bond. As the Dominican authorities author-ities decline to permit Lleut.-Commander 1-elper to dispatch It to Its destination, Rear-Admlral SigHbee also refuses to let Iho Dominican collector act. The people are threatening to take the goods by force. The cruiser Newark kept a searchlight search-light on the custom-house Wednesday night, and had boats ready to land blue-Jackets blue-Jackets in case of any trouble. Many persons of unimportant standing In Monte Cristi have signed a protest against the protocol, but generally speaking, speak-ing, it is accepted by the rest of the country coun-try as being the best arrangement for the settlement of the claims and debts. |
