His, diplomatic skill has been taxed to the utmost to satisfy discordant dis-cordant water-users In the territory between be-tween the State penitentiary and the city reservoir. Above the Kennedy ditch are four surplus sur-plus ditches and the water-users along that main thoroughfare have been creating creat-ing considerable excitement over the alleged al-leged aggressions of the surplus people. The creek has a good stream of water, but It is charged that many want more than they are entitled to. After many encounters en-counters with the water-users the commissioner com-missioner has cleared up the difficulties and now keeps a patrol In force day and night to enforce his decisions., |
