There Is no evidence that members of Congress, either Senators or Representatives, Represen-tatives, are particularly pleased that an extra session will be called f.or November Novem-ber 11. They are pleased that the dat4 Is In November, instead of In October, as first reported, but they would prefer pre-fer to stay away until the constitutional constitu-tional date. Congressmen do not like the Idea of a President regularly subtracting sub-tracting from the time they have to devote de-vote to private business. It Is likely that the convening of 'Congress before the regular time Is to become more and more a matter of course. With our system sys-tem of committee rather than ministerial minis-terial preparation of legislation with inevitable in-evitable slowness, and with a Senate which considers tha lapse of time necessary ne-cessary to the enactment of good laws, there Is not time for Congress to do Its business In regular session unless adjournment ad-journment Is .delayed to such time as Washington becomes very hot and almost al-most Intolerable.
