Show IN FAVOR OF JAPS District Attorney at Hono- lulu Renders Decision on Contract Law. HONOLULU, Aug. 8 via San Francisco, Fran-cisco, Aug. 15.-R. w. Breckons, who is United States District Attorney for this district, has rendered an opinion for the Tt?at!?.M,erchantw8., "tlon on the Territorial law, which provides that nnfK.bui c't,ien or Persons who are eligible to become such, shall be employed em-ployed on any public contracts- in the Islands. Breckons says that the law Is unconstitutional and a violation of the United States treaty with Japan.
