YOUNG, President Derrrer, Colo., July 14, 1922. SMr. Jamas Russell, VJcsj. Preaudant and Caneral Man-er, ThsD. 4R.G.W, R. R. Co., Dciaf sat, Colo. Dear Sir i Information has just reached ma that Chairman J. A. BotSne of the System Federation of Shop Crafts, aider date of July 8th, issued an ultimatum to all Mechanical Department foremen and others irnsiirime in the sere-ice followine; the strike, and all foremen and others taken into terrice sine that time, to the effect that they would be given twelve hours from the time the ultiiiaatqm reached them to leave their jobs, and that foremen and others who remained' in serrice or had entered the actrrice since July 2nd, would have to he removed from the service before a settlement of the striata could ' be effected and the craftsmen resume work. In ccsinctSon with this, I would like to call your attention to the already published statement of Chairman Ben W. Hooper of the United States Railroad Labor Board, dated July 1, 1922, as foil owe I i "Regardless of any question of the right of the men to strike, the men who took the strikers' places are merely accepting the wages and working conditions prescribed by a Government Tribunal and are performing a public service. ser-vice. They ars not accepting the wages and working conditions con-ditions which an employer is trying to impose. Tor this reason public sentiment and full goveriuisent power will protect the men who "r'tmii ajsd new - ' nien who may coma io." . The rules and working con c bona under which the mechanical farces were working before the strike are still in effect, and they cannot be changed so as to deprive any man of his rights, there- ' under, for the benefit of any mcEvidunl or class of amhviduala, ex- cept by an Act of Congress repealing or tunenling the' Transports-bon Transports-bon Act. k Fianbermors, there can be no settlement of this strike which will in any manner abrogate or curtail the rights of the men who have remained at work or who have entered our service since the strike; no settlement of this strike can occur which will give to the men now out of our service any further rights than might be ob- tained as new employes, with their rights and seniority dating from 1 the time of their reenoyment, and neither Mr. Bodtne nor any of ' the officers of the crafts organisations will ever have the opportu- ' nity of nuking any settlement that does not acknowledge this prin- ' ciple. The men who have remained in the service are not merely loyal to ths Company; they ars proving their loyalty to the Public and ' to the Government; they are not "scab," but they are at work un b der the protection of the law and the Labor Board, and this Com- pany intends to keep faith with them to the end. I wish you would corngnunicste the contents of this letter to " our associates, so that each foreman and employe shall be person- t ally advised in regard thereto, with the assurance that the rnanage- ( ment of this Company will use every resource' at its command to protect the men who have remained loyal to its service and who have entered the serrice since the strike, AND PLEDGES ITSELF , TO MAKE NO SETTLEMENT OF THE STRIKE WHICH WILL 1 IN ANY MANNER WHATSOEVER DEPRIVE THEM OF THEIR RIGHTS OR JOBS. .
