Htewart, representing the Mellen Interests, In-terests, took most of the day refuting preliminary arsnimenta advanced by W. A. Hilton, assistant to Mr. Cluff. Mr. Stewart argued that the atate official named In the complaint wera without authority to leaae this property: prop-erty: and that, had they audi authority, au-thority, the method of negotiation waa Illegal In not permitting other cltl-sens cltl-sens to enter competitive bids. In closing. Mr. Cluff Inalated that the officiate had been regular In their action and declared that the atat wa determined to prevent "gouging" on the part of commercial aand and gravel companies eelling; material to the road commlaaion. |
