A Atkinson I Press Advisability of American Participation The league of ot nations as proposed proposed proposed pro pro- posed by Woodrow Wilson Vilson was the first scientific attempt eyer made to secure international peace said Hamilton Holt of ot New York former this editor of the Independent morning In an address addre s given at the First Methodist church Mr Hot and the Rev Henry A. A Atkinson executive secretary of the Church Peace Union and World orld Alliance for tor International Friendship are makIng making making mak mak- ing a lecture tour to arouse public I sentiment to a realization of ot Am Americas America's Amen Ameri rl- rl cas ca's need for international tion International problems are be becoming becoming becoming be- be coming so involved and of such paramount paramount paramount par par- amount Importance Mr Mx Holt de declared de- de dared lared that only international agencies es can ca'n can solve sol them Modern Inventions annihilating time Ume and space have reduced the world in size to such an an extent that even even the most distant nations are our neigh neigh- bors Dors WARS SHOW STRENGTH ONLY Referring to war wan Mr Holt said We cannot have peace until we wa have Justice nor should we desire peace until we do have Justice But can war give us Justice Wars Vars are for tor settling disputes and they settle them in tho most inane the most inefficient most brutal and the most manner possible Wars do donot not determine who Is right they simply show who Is the stronger yet et they accomplish results and when men want results bad enough they are willing to die for tor them There are two ways of ot ruling men b by force torce and by reason You Youcan Youcan Youcan I can compel a man to do your bidding bidding bid bid- ding through brute force If you are strong enough or you can persuade hh him through reason Now blind I force torce as an in n agent ent for tor procuring Justice justice justice Jus jus- tice and maintaining International I peace has failed so why not comI combine com corn bine that force with reason Of ot I course the tha league league of of nations nations' would not abolish all force torce it must have force as a sanction for tor Its decrees I and mand mandates tes Just as our law courts must have policemen to en enI enforce enforce en- en force th their lr rulings I was speaking I to to- toa a number of ot European statesmen statesmen states states- men and and- politicians In Geneva last summer and they all had the strongest faith in the tho efficacy and permanency of or the present league of ot nations which now has a. a membership membership membership mem- mem mem mem- of two fifty nations with only eight excluded I ORGANIZATION NEEDED The Th world needs political organ organ- All other governmental units are organized politically lo local local lo- lo cal state and national If It we are areto areto areto to have peace and order in society we must have certain means of ot providing pro pro- viding and securing them we must h have ve a department to make laws law a department to interpret those laws and another department to en enforce enforce en- en force torce them Now there is at present present pres pros ent such an international organization tion functioning though not so and as we would would- like to see it It is the league of nations Now this league is Is' already established and If It the United States is to participate in world affairs especially in efforts to bring about peace it must affiliate Itself with the league We cannot expect the league to readjust Itself to us since our policies are not permanent but change with the tho change of ot administrations adminis adminis- One party might be in favor tavor of the league e In a a. certain form torm while while- perhaps another party succeeding in power would have the league altered We Ve must rise to the level of ot the Hie league and not bring It down to our level It must have havea a permanency of ot policy which our government with its shifting politics politics politics poli poli- tics cannot have INDORSE COURT PLAN Mr Hardings Harding's plan to have the United States become a hember of ot the International court of ot arbitration arbitration arbitration tion was warmly Indorsed by both Mr Holt and Mr Ir Atkinson but they contended that this was only a step In the right direction We should Join the league they said so that we can aid In making the laws and enforcing them as a's as well as Interpreting Interpreting Inter Inter- them Mr Holt said that President Hardings Harding's proposed association association association asso asso- of ot Nations is a Joke because all the great geat nations outside of ot America and Germany have Joined the original league He thought that for this reason It is a question of ot the present league or none Both speakers however emphasized the point that the they are not fighting the battle of of- the league of ot nations as it now Is but that they are only Interested In demonstrating to the people why this country should participate participate participate par par- in world affairs and why It should Join some of ot world powers Dr Holt and Dr Atkinson later addressed the students of ot the University Uni of ot Utah on the subject of ot world peace and advocated the co cooperation cooperation cooperation co- co operation of ot the United States Spates In Inthe inthe the tho peace movement mo |
