Show Now Is the Time for People to Prove They Not the Bureaucrats Are Boss The Hoover commission on organization tion of the executive branch of the federal federal federal fed fed- eral government has completed presentation presenta presenta- tion of its findings and recommendations to congress The proposals call for sweeping changes in the federal structure which the commission says would end red tape make the executive branch more efficient and save the taxpayers several billion dollars a year But this fine proposal for federal reorganization reorganization re re- reorganization re- re organization with all the saving and the increased efficiency is just a scrap of paper right n now now w. w It requires congressional congressional congressional approval before anything C can really be done about it And it isn't going to be easy to get that approval Reason is that the toes of a lot of bureaus bureaus bureaus bu bu- bu- bu and bureaucrats are being stepped on If the reorganization program is placed into effect a lot of people are going to lose their easy government jobs and a lot of long-established long bureaus agencies commissions etc are arc going to tobe tobe tobe be liquidated merged or compelled to streamline their archaic inflated expensive expensive expensive sive operations Representative Christian A. A Herter of Massachusetts says every president of the United States and every congress for forthe forthe forthe the last five decades has tried to do some- some something tIring tiling to streamline the federal establishment establish establish- ment but ment-but but the bureaucratic octopus has been too powerful for them Some observers think this is the last chance the country has to get control over the apparatus of government Bureaucracy Bureaucracy Bu- Bu has grown so big with its tentacles tentacles tentacles ten ten- of influence and vested rights extending extending extending ex ex- ex- ex tending into so many parts of the country country country coun coun- try and into so many fields of activity that if the people are unable to assert their power to control bureaucracy now the they will never be able to do so The trouble is that everybody and every bureau is willing to have the other fellow streamlined but not himself Most government agencies and have contacts supporters and friends among the people Each affected agency mobilizes public and congressional supPort support support sup sup- port for itself Then the logrolling begins you you vote to save my pet bureau and and the first Ill I'll vote to save yours yours and thing you know the whole thing col col- col- col lapses Just that has happened before President President President Pres Pres- ident Hoover in 1933 said of his own efforts efforts efforts ef ef- forts to reorganize government departments departments departments depart depart- ments II vested officials vested habits organized propaganda groups are in favor of every item of reorganization tion except that which affects the bureau bureau bureau bu bu- bu- bu reau or the activity in which they are especially interested In the aggregate aggregate aggregate gate these directors of vested habits surround congress with a confusing fog of opposition It will happen again unless the people I make up their minds to give overwhelming overwhelm overwhelm- ing support to the reorganization program program program pro pro- gram and to fight the scores of individual efforts which will be made to emasculate that program An effort to mobilize such public support support sup sup- port is being made nationally with the organization of a citizens committee Similar committees are arc being organized in the states including one in Utah and andin andin andin in the counties The purpose is to disseminate disseminate disseminate dis dis- dis- dis information about the Hoover commission findings and emphasize the necessity for action to streamline the federal establishment in the interest of efficiency and economy It is a worthy objective The octopus of a swollen federal bureaucracy is a double threat to America It threatens us financially because it makes government government government govern govern- ment too costly It threatens us politically politically politically po po- po- po because it makes government too officious If this is to be still a peoples people's peoples people's peoples people's peo peo- ples government now is the time for forthe forthe forthe the people to say so in no unmistakable terms |
