Show Publicity and Industrial Promotion Two bills have been introduced in the legislature to abolish the present state department of publicity and industrial development development devel devel- and to transfer its powers to the engineering commission From the time of the establishment of this new department of publicity and industrial development in the state reorganization of 1941 it has been under considerable attack The argument has been made in the first place that the state does not need an elaborate and costly separate department to carry on a state publicity program in the second place that the promotion of industrial development in Utah is not the proper function of a department charged with promotion of publicity and in the third place that industrial development can be better promoted by existing agencies of the state government and by private organizations which have for years carried on such promotional work These arguments seem sound Our state department of publicity and industrial development has spent more than in a year three-year period That's a sizable sum of money and the state of Utah is not so rich that it can afford to overlook overlook overlook over over- look any possibility of saving money Furthermore it is entirely entirely en en- entirely possible that just as much could be accomplished in the way of justifiable publicity work for Utah and of s sound und industrial industrial industrial indus indus- trial development by using other agencies and at very much less cost It may be that Utah needs some sustained publicity program But ut we dont don't need an elaborate commission to carry out such a program One qualified publicity man with a little clerical assistance assistance assistance as as- as- as should suffice The encouragement of industrial development is very important important im im- important in Utah But the the- place to begin such encouragement is isby isby isby by creating a favorable atmosphere for industry in Utah You cannot attract industry to Utah nor have it flourish once it is here if industry is smothered by repressive taxes and unreasonably unreasonably unreasonably unreason unreason- ably limiting and hampering regulations That is one of the greatest handicaps at present to industry in Utah If we have havethe havethe havethe the favorable atmosphere if state departments generally will assist assist assist as as- and encourage industry and if they will work in cooperation with private organizations interested in industrial development we will get all the industry in Utah which on the basis of good sound business judgment should be located here We Ve dont don't want any other kind of industry because the industry which we have to promote by high pressure methods or coax by special subsidy subsidy subsidy sub sub- sidy is all too likely to crumble in time of stress because it is a ahouse ahouse ahouse house built on sand |
