Show Ut Utah's hs h's 1941 Legislature ture THE WE 1941 legislature nearing the half half- IT VT way mark in hits its statutory day 60 session it t Is possible to make a preliminary analysis of the legislatures legislature's attributes and prospects Observers who have watched legislative sessions for Lor some years and are familiar with legislative personnel methods and operations are pretty well agreed that this Is the best legislature Utah has had In a number of years The he members In both house and senate on the whole are better qualified for lor the Important Job of representing the people and passing on vital measures affecting the social economic and political welfare of the state The great majority of the legislators are working hard at their job They are studying measures carefully and devoting a good deal of time and thought to the legislation being considered They seem thoroughly sincere and conscious of their heavy responsibilities There isn't a great deal of playing to the galleries either in legislation or in oratory There are comparatively few lew crackpot measures measures meas meas- measures ures in the legislative hopper So far lar legislative routine has moved alon along at a good tempo Observers believe the legislature legis legis- lature is 15 lurther further along than it Jt has been in past years at or near the way halt mark in the session cession However that condition may not last because because because be be- cause consideration of Governor Maws Maw's reorganization reorganization re re- organization bill is expected to take up a great deal of time It may easily be impossible for lor forthe th the legislators to complete action on reorganIzation reorganization reorganization along with the rest of the regular legislative legislative legislative legis legis- program at this session A special session session ses ses- sion alon which has already been proposed by the governor may be necessary later to clean up upon upon upon on reorganization and to make appropriations to lit fit the new pattern of state government Any such delay caused by reorganization could rould not of course be blamed on the legislature legisla ture so 10 the statement that they are making better than normal progress holds It is naturally too early to pass any final linal judgment on the 1941 legislature or its ac ac- ac- ac As we said at the start of this editorial this is a preliminary analysis We hope this commendatory Judgment holds lor br the entire session It seems highly probable that it will because the present legislature has the capacity to do a good job for the people of Utah if it is really determined to do so |
