Show The Test of Legislation T THE HE welfare of the people of Utah is chiefly bound up with agriculture mining business busi ness and industry education and and and-a a vital ital thing that seems s to be too often overlooked As long as RS there re is vitality p in in iii each of these there is vitality p in every other field of endeavor These pre jire our basic c economic and m nd social enterprises cs The I legislature faces the stern responsibility ity of subjecting every measure to a test that will win forecast its ultimate effect upon these p primary imar currents of life These are arc all human ent enterprises calling upon the genius courage imagination tion and strength of the men and women women wo wo- wo- wo men of U Utah U ah These spurs to purpose and ladders ladders lad lad- ladders ders to achievement resolve themselves into mental attitudes and physical willingness As with humans humans in in whom d doubt fear despair worry and bewilderment attacking the mind impair physical health and physical ability ability- the states state's human enterprises are arc sensitive to distracting and destructive influences As with humans also impairment in one vital part rapidly p leads to general impairment finally destroying destroying destroying de de- de- de the health of the whole The thoughtful and constructive legislator who recognizes his responsibility to the whole people as well weIl as to his bis immediate constituency constituency p will recognize without difficulty that the problems of government go placed in his hands are after all human problems They may lUAY be problems of taxation the ordering of private or business affairs or any of the many other matters that demand their study and consideration tion In the end they all make for a happier or unhappier society composed of humans It is unfair unjust and inhumane to burden burden burden bur bur- den any man or an any woman with an intolerable intolerable intolerable able burden in order that the load of another may be disproportionately lightened Because of this it is a duty of conscience for each member of the legislature to examine every measure which seeks his favor to determine its most likely effect for weal or woe upon the themen themen themen men women and children of this state There are no enterprises or undertakings in int the q state which are arc not related to the enjoy enjoyment ment of life in the homes of the families which make up the state It is with animate not inanimate entities that all law must deal No law is is a good law if it deprives men women and children of equal opportunity p if it brings discouragement to them if it causes them to long to break brcak up their homes and seek seck contentment contentment con con- elsewhere if it stifles their purpose to plan for achievement The flie people of Utah stand sorely in need of encouragement and helpfulness Ever Every bill offered at this session of the le legislature should be challenged Any which fails to promise this inspiration and and help deserves decisive defeat |
