had bpriortunitles for consults tion and have obtained fuller in formation than we now have at hand handWe We have all 10 been elected on a platform pledging us to a faithful and honest administration of public affair and to carrying forward Inn igorous anu progressixo manner such public improvements as are I necessary as fast as the revenues of the city economically expended will permit The pledge I to manage the business of the city honestly and faithfully is one we can redeemand If we fall in this we can havens excuse to render to our fellowciti zen zenIt Is the history of all cities enter ing upon a peroid of rapid growth that its public II Improvements are inadequate and new improvements must be made on plans and in mag nitude looking not only to the present but also to what may reasonably reason-ably be anticipated In the future All growing cities meet Uils elate bf affairs and we should be encouraged encourag-ed rather than discouraged by the fact that our city has reached this stage of growth and development and that we have now to provide for tills new condition nf thhnce Of course our first duty is to con tinue the municipal government of the city Jn this we shall l be guIded by the charter and ordinances and we have the power within the limits prescribed by the charter to make such further ordinances as may be required to preserve good order peace and morality It is doubtful whether within tho limit taxation we ran command the recnue required to carry on all desirable improvements at them the-m time If we cannot we should select those which are most necessary to the welfare and prosperity I pros-perity of Use city and which form the basis of tlC Improvements to follow and complete what we Undertake Un-dertake in the Ut and most substantial sub-stantial manner One of our most pressing needs is a sufficient water supply In our climate we require for sprinkling streets and lawns and for trees and irrigation a more abundant supply of water than cities of like size and similar pros ese t peels elsewhere I but I do not doubt that practical plans to obtain an ample supply of water at reasonable expense can be found Various plans have been suggested and I do not now feel sufficiently informed in-formed as to their relative merits to I make an j specific suggestions at this time but I recommend that this subject be taken up and vIgorously pursued soon as possible and that steps lie taken to protect and pre serve such water rights as the city now has and also pro further supplies All who see the condition of our streets and sidewalks will agree tint their improvement is I a subject only second in importance to the water question and that measures for their improvement should betaken be-taken at once and followed as fast permit the question to rest to wait sewerage and in the residence portion of the city n pa ed aide walk narrower than the space allotted to sidewalks would be adcquateso sewerage connections Whatever we may do or attempt to do w c shall constantly have to keep In view the question of revenue rev-enue and that we must be limited bsa reasonable taxation not oppressive sive to any class of our citizens I recommend that as soon as our committees are formed there be a careful Inquiry and full report on the financial condition of Use cltj showing tIle probable available revenues of the city the sources from which it will be derived what power the city has to borrow money and an estimate of the probable expense ex-pense of the city for ordinary municipal business Wo can then arrive at an approximate estimate of the sum we can expend for tjm enpend I permanent improvements In a growing city and for necessary neces-sary improvements I tliirk it is proper to one the credit of the city to I a reasonable extent The city sllould get money at a lower rate of interest than it is now worth to the Lax payer and if the growth of toe city meets with our anticipations the payments will
