Show Government Speeds Drive To Pay Bonus To Vets By Jane 15 Application Blanks Being Printed; Vets Urged By Ilines To Be "Patient;" Many To Hold Bonds For Investment WASHINGTON, Jan. 28 (U.R) Governmental machinery roared in full speed today to give veterans their bonus on June 15 and to force a decision on how the taxpayers shall pay the .$2,2:57,000,000 bill. Brig. Gen. Frank T. Ilines, veterans' administrator, said application blanks for the "baby" bond bonus already have been prepared and probably will go into the mails today. A White House statement said application blanks will be available at all regional offices ofiJ veterans administration and in the hands of service organizations within the next two or three months and urged veterans to be "patient." The mechanics of paying the bonus voted yesterday over the president's veto provided for placing plac-ing baby bonds in the hands of some 3,518,000 veterans by mid-June. mid-June. President Roosevelt and veteran leaders joined in urging former soldiers to hold the bonds as a three per cent investment, except in cases of urgent need. But the complicated machinery of paying the bonus is simple compared to the question of how congress is going to get the money to finance the expenditure. New tax proposals were considered consid-ered certain. But congress with an eye on forthcoming, elections wants the initiative to come from the White House. President Roosevelt already has experts at work drafting new taxation to finance whatever new farm program pro-gram is adopted. Congress probably would refuse to authorize payment of the bonus in printing press money. But despite efforts to persuade veterans veter-ans not to cash their baby bonds immediately after June 15 a large part of the money must be provided provid-ed in one way or another. If it is not paid by taxes or inflation, it must be added to the national I debt. |
