The Hoover administration adminis-tration is resisting pressure to reopen the debts and reparations repar-ations questions, because the judgment of government experts, ex-perts, studying Germany's condition, is that , she .can carry her present burdens until it bt-eomps clear whether her difficulties diffi-culties are due to world depression depres-sion or are more fundamental. Before considering any move which would entail breaking down the debt-funding agreements approved ap-proved by congress in face of con1 siderable criticism that the United Slates was wilting off too large a portion of the debts, the Hoover administration Intends to be certain cer-tain that Europe first wipes off its war paint. Mr. Hoover feels he could not recommend that Europe's Eu-rope's debt be shifted in part to sholders of American taxpayers so long as she is participating in what he estimated to be a $5,000,-000,000 $5,000,-000,000 world outlay annually for armaments. T.e government sees no reason for recommending any change at all for the present. In the end two considerations, other ' than disarmament, will influence in-fluence tiiie administration. One is Germany's real condition. Despite De-spite the official thesis of separation separa-tion of war debts and reparations, the allied debt payments come directly' di-rectly' from German reparations, and in the opinion of informed ! persons would stop if Germany i stopped paying reparations, the other is the attitude of congress.
