Show USURY IN THE NAVY Captain Censured Paymaster Furloughed Fur-loughed and Clerk Dismissed Washington Aug 3Actimmg Secretary Secre-tary McAdoo today announced the conclusion of the Navy Department In regard to the finding of the court of Inquiry which Investigated the alleged Irregularities In making payments on I the iccelvlng ship Vermont Usury being charged He severely ciltlclses the court of Inquiry for lack of thoroughness thor-oughness and bays the department Is therefore embarrassed In arriving at a conclusion He adds however that enough has been obtained to show that there have been Irregularities and payments pay-ments made In violation of the navy regulations and that In at least two Instances loans havo been made by Paymaster Yoman J Itnsmussen at usurious rates of Interest and that when the men were paid by the paymasters pay-masters clerk W V Morlarty the amounts and Interest were deducted the men signing false receipts Mr McAdoo closes his statement by Itntement sayIng say-Ing that the best Interests of the service serv-Ice will be oubserved by the following couise First A letter censuring Captain Yan cey for his failure to observe tho naval regulations respecting payments to the crow of vessels under his command Second A similar letter to Paymaster Tlfllny ho to bo placed on furlough when ho his completed the settlement of hIs accounts ac-counts Third Tho appointment of W V Morl arty an paymasters clerk Is Immediately revoked and ho to be Informed that the department will not approve of his solo ton for appointment by any paymaster or permit his entrance Into tho service In any capacity In the future Fourth Itasmussen to bo discharged from tho service with an endorsement on Ids discharge to tho effect that ho Is not deemed n desirable persor for icenllst mcnt in 1 any capacity |
