PARIS, Aiareh 13 (delayed j .The other-j other-j wi--e dull day anions thi Paris peace- makers was enlivened by an attempt to puzzle out the apparently wide difference of opinion between the French and Americans, Amer-icans, or more specifically, between Foreign For-eign Secretary Pichon and President Wilson, Wil-son, as to th place the league of nations covenant will have or will not have in the xireli miliary and permanent peace treaties. The use of the word "preliminary" is frowned upon at the American peace headquarters on the ground that the conference con-ference is now at work formulating a definitive de-finitive treaty of peace which shall be final. In thc same quarter it is taken for granted that the league of nations covenant cove-nant will be an integral part of that .peae treaty. Emphasis was brought to hear upon this point yesterday when President Wilson issued a denial of a statement published in Paris yesterday morning to the effect Unit thc league covenant would not he in the peace treaty because . such inclusion would hold back the signing of peace with -Germany till the United State's congress con-gress and ft 1 1 neutral states had had an opportunity to adopt the league plan. Pichon in Contradiction. In his denial, Mr. Wilson declared the action of the plenary pence conference on January 25, lu the effect that the league should be an Integral paid of Vh'i peace treaty, was a.tiU in force and final. Put today, in his regular Sunday morning morn-ing talk -with the correspondents, M. Pichon, the French minister, made what seems to be a contradiction of the Wilson denial of yetscrday. Furthermore, M. Pichon, unlike the America ns, makes a sharp distinction between the preliminary and permanent peace treaties. The only way to indicate what M. Pichon taid is to reproduce his answers in connection with various isolated questions ques-tions fro to various persons, as fohows;- " There seems to be a difference of opinion as to whether the league covenant cove-nant is to be in the peace treaty.
