Show water eights will be protected STREET LIGHTING AGAIN it causes another warm debate in the council the irrigation Delc eaic the city council of provo held two sessions yesterday one in the afternoon and the other in the evening the one in the afternoon was a pec ial session with regard to the waters of provo river J N strong was admitted to a aest to represent the first ward J E booth a water commissioner submitted a report setting forth that all the head gates at the river are slovenly and unsatisfactory with one exception cep tion and it was recommended that stone gateways be put in to retain the accrued water rights to provo city the report was accepted the council then went into committee of the whole and water commissioner booth called the attention of the council to the fact that salt lake city was intending to send surveyors to the head of provo river to make surveys for constructing ting reservoirs at the head of the river and he recommended that immediate steps be taken in connection with wasatch county to protect the accrued water rights of provo city john E booth water commissioner councilor mcewan allred and two hired hands were delegated to to go at once to the head waters of the provo river to commence work if needed to protect the cites water rights the commissioner was instructed to take measurements of the water taken out at kamas adjourned until evening in the evening regular business was transacted mrs celia fleming complained of property sold tor taxes in 1891 and wanted abatement of taxes for last year and this year referred to committee on finance mrs matilda hindmarsh also wanted remittance of taxes referred mrs sophia meacham asked for remittance mit tance ot taxes ward raised the question of the right to grant these petitions the city having published a call that after a certain date the petitioners petition ers would be forever barred the date had now passed some discussion followed and the council concluded it could not shut oft the right of petition mrs Mea chame taxes were remitted II 11 E giles asked for a deed to cemetery lot referred J II 11 clinger also petitioned for a deed to a cemetery lot simmons moved ita reference which was lost and the petition was not granted he can get a deed by paying 5 B oluff jr et al asked for a lease of the city park for ten years at a nominal sum to the brigham young academy athletic association keeler stated that the association had in view fencing in the grounds with a high board fence and making of it splendid sporting grounds the petition was referred to the following special committee simmons glazier and holdaway mcewan presented a verbal petition tor the remittance of mrs Jak emana taxes the petition was granted mayor holbrook was present and brought up the matter of lighting the city he had taken upon himself to light the city for one year he had no desire to shirk the responsibility but he remembered that the council said at the time that he asked for the right to light the city that possibly the city would want to light the streets later on the mayor simply desired to bring up the matter halladay moved the question of lighting the streets be referred to the committee on finance mcewan opposed its reference he did not think the city was able to support the light simmons said the tax had already been fixed and he did not think the extra expense could be borne under the levy knudsen believed the finances were not in a better shape now than when the question was up before he felt the city was not able to meet the expense ward wanted the matter referred he favored the light glazier was of the opinion that the question had bean so thoroughly discussed before that it could not profit the council to take up the matter now the mayor thought that while this is a time of economy it is not a time for the council to do nothing he intimated that salaries could be reduced the constitutional convention had set the example by making the salaries of the state low keeler expressed his surprise at the sentiment against reference he thought it a courtesy due the mayor after his liberality ho took a hopeful view of the cites finances and thought the city could as well meet the question now as any time in the near future said he would not oppose reference to a special committee halladay favored the reference of the matter he thought it would be too discourteous to refuse to consider the mayors proposition he rather opposed the proposition of lighting however and painted a gloomy picture of the low prices paid for produce mcewan was sorry he said to hear of disrespect being talked of because members differed with the mayor he meant no disrespect but he thought the city could not afford the light he referred the council to tho many defective culverts cu lverts and bridges in the city strangers do not inquire for electric lights but for abo rato of taxes he confessed that many depended upon their beet crops this year for money to pay their taxes and would have a gloomy look if a rain should come the vote stood 4 to 3 in favor of reference mcewan moved taft appropriation of 83 J to blip defray 0 the delegate president partridge to the irrigation congress glazier thought it a county matter as the delegate represented the county he also thought citizens of prove had been liberal ward agreed with glazier knudsen wanted to amend by cutting it down to mcewan accepted the amendment glacier opposed that motion also he thought the delegate had within of his expenses and he himself ought to do something the motion
