A Havas dispatch from Piraeus, dated December 31, says: The ministers of France, Great Britain and Russia yesterday signed a note for presentation to the Greek povernmont demanding- the following Sum ranters and reparations: iua ran tees First, ail Greek forces outside of Peloponnesus to be reduced re-duced to a number strictly necessary to 1 1 jo preservation of order and police po-lice duty; a!! corresponding arms and ammunition to be transported to Peloponnesus. Reparations First, all persons de-tained de-tained for political reasons to be re-r re-r leased forthwith.
