NEUTRALITY QUESTION It isn t a violation of neutral ty for the American manufacturers to sell their wares to the belligerent nat ons but they are compelled to assume the r)sk of loss unless delivery is made here is the United States. The fact that it is impossible to sh p contraband of war to Germany and Austria does not shut the manufacturers out of other continental markets and" it is idle to talk about discrimination. Germany and Austria would be supplied with anything they might happen to want if there was any chases that the goods would reach them. It is well to guard against anything that looks 1 ke d s crimination but there is no tense in the argument that because two nations are not in position to buy our goods we shouldu t supply the wants of all the others.
