It has been evident for a good many years, and The Tribuuc has commcutcd upon Ihc fact from time to time, that, the ast combinations in production and commercial enterprises must eventually even-tually come to international operation, which will free l hem from restrictive legislation iu any one country. The International In-ternational Steel combine, which Judge Gary has fathered, is in operation to a fair extent, ami has rcudcrcd the U. S-hjtcel S-hjtcel Corporation indifferent whether we have tariff iu this country or not. The division of the world into spheres of influence and supplv so far as steel is eonVcmcd, will probably be ii veil and inflexible, aud the steel business will be so conducted that it 'will he independent of till one-nation legislation. The same is true of the Standard Oil Company, and it is likely to be made true of tho Tobacco business. The dispatches inform in-form us that Mr. .1. B. Duke, head of the Tobacco Trust, is about to establish, estab-lish, himself iu London and take charge Of the British-American Tobacco Company, Com-pany, which will be an international concern, with the probable view of finally taking control of the tobacco trade of the world. There is nothing to prevent this, for as long as commercial commer-cial treaties exist between civilized nations, na-tions, a trust of that kind can estab lish itself in a country where it will be freest from governmental interference, and can operate in auy other civilized countrv. under the treaty privileges, without interference. This is. no doubt, to be the next great development of combined business. busi-ness. It will proceed gradually, as tho Steel combine has done, which, in turu, followed the international operations and division of the world's trade by the Standard Oil Company.'
